The Springvale Community Aid and Advice Bureau has launched two "ethnic storyboards", which provide advice to consumers from non-English speaking backgrounds buying a car and obtaining a refund. They have been funded by the Office of Fair Trading and Business Affairs and are printed in Chinese, Vietnamese, Khmer and English. (30 Aug)

Australian State Environment Ministers and the Commonwealth Environment Minister, Senator Robert Hill, have signed a five-year deal with Australian industry to manage packaging waste and recycling. The National Packaging Covenant will make household recycling systems secure for the foreseeable future and introduce new levels of environmental performance in the packaging industry. (27 Aug)

The Health and Aged Care Minister, Rob Knowles, has handed over to the Victorian AIDS Council a cheque to allow it to relocate its Positive Living Centre to new $3-million premises at 31-51 Commercial Rd South Yarra. The Council is purchasing the building from Vision Australia, which is relocating its Braille Library to an extension to be built at its Kooyong complex. (27 Aug)

Victoria has received more than 580 applications since it launched its world-wide campaign to attract overseas-trained doctors to live and work in the state less than a month ago. Health and Aged Care Minister Rob Knowles said the response meant Victoria was well placed to reach its target to recruit 100 General Practitioners to country areas by Christmas. (27 Aug)

The Chronic Illness Support Program (ChIPS), an innovative peer support program to assist young people living with chronic medical conditions, has won a major public health award. ChIPS is run by chronically ill young people for chronically ill young people. (26 Aug)

The new St Vincent’s BreastScreen and assessment service at St Vincent’s Hospital has been opened. The service plans to screen 44,000 women during 1999-2000. The other four urban screening centres are in Elsternwick, Camberwell, Preston and Greensborough. (26 Aug)

The Office of Fair Trading and Business Affairs has produced two publications to help vision-impaired renters and landlords better understand their rights and responsibilities in residential tenancy matters. The publication entitled Renting: A Statement of Rights and Duties has been transcribed into large print and is also available on audio cassette. Another publication, entitled Trouble-free Tenancies, provides similar information in a summary form. (26 Aug)

Deakin University has been named the University of the Year. Deakin is the only university to win the award twice. (25 Aug)

The Minister for Youth and Community Services, Denis Napthine, has announced funding of $300,000 over the next two years to help the Victorian Young Farmers to further their work among young people in rural areas. (24 Aug)

The Victorian Minister for Finance, Roger Hallam and South Australia’s Minister for Government Enterprises, Dr Michael Armitage, have announced that the Victorian WorkCover Authority and the SA WorkCover Corporation are to host the Fifth International Congress on Medical-Legal Aspects of Work Injuries Prevention, Rehabilitation and Compensation to take place partly in Melbourne and partly in Adelaide from March 14 to 20, 2001. The value of combined private and public sector building work in Victoria for the financial year 1998-99 was in excess of $8.96 billion, a record for the State. (20 Aug)

The Victorian and Commonwealth Governments have finalised an agreement on the funding of the equipment and running costs for three radiotherapy services to treat cancer patients in country Victoria. The services will be run from Ballarat, Bendigo and Morwell. (20 Aug)

The Victorian Government, Local Governments and the non-government sector have developed a protocol to stem sales of tobacco to children throughout Victoria and ensure enforcement of the Tobacco Act, which prohibits sales to under 18-year-olds. (20 Aug)

The Premier, Mr Kennett, has announced that, following an annual review, taxi fares will rise by 5.8% from the September 4, with the increase being evenly split between drivers and operators. The kilometre rate will increase from 96c to $1.00 and the waiting time rate will increase from $19.50 to $25.00 per hour. (19 Aug)

Businesswoman Lyndsey Cattermole has announced her resignation from the position as chair and board member of Cinemedia because of a heavy work schedule. Mr Bob Ritchie, current chair of the Audit Committee of Cinemedia, will be acting chair until a new appointment can be made. (17 Aug)

Victoria must license and regulate providers of Internet gambling if it is not to be further inundated with potentially unsecured and shonky operators from overseas, according to the Minister for Gaming, Roger Hallam. (17 Aug)

The Minister for Youth and Community Services, Dr Denis Napthine, has opened Berry Street’s new centre in Dandenong. The new Princes Highway offices update the local service and provide a user-friendly environment, a drop in centre for young people and more physical space. (17 Aug)

The Youth and Community Services Minister, Dr Denis Napthine, has opened the Royal Victorian Institute for the Blind’s new regional office in Oakleigh. The new office will cater to the needs of people from Port Melbourne to Portsea, around Westernport bay to Phillip Island, and across to Pakenham and Gippsland. (17 Aug)

The Minister for Conservation and Land Management, Mrs Marie Tehan, has announced State Government support of $4.15 million to regional and metropolitan areas to upgrade waste management infrastructure. (16 Aug)

Sydney-based property developer East Asia Property has bought the old Hawthorn Tram Depot, which it will turn into a $40-million residential complex comprising some 80 apartments, including 14 in the historic building facing Wallen Road. (15 August)

The Premier, Mr Kennett, has announced a 12-hour free event incorporating music and dance, fireworks and family-orientated events along the Yarra on New Year’s Eve 1999 to usher in the new millennium. (13 Aug)

Industry Minister Mark Birrell has officially opened a major technology program at Ford’s Geelong plant. The Iron (Fe) and Aluminium Solidification Technology (FAST) initiative — a collaboration between Ford Australia, Deakin University and the University of Queensland — aims at establishing a centre of excellence in metal casting technology. Two new petroleum exploration licences have been awarded in the Otway Basin near Warrnambool to Boral Energy Resources Ltd/Woodside Energy Ltd/CalEnergy Gas(UK) Limited, and Strike Oil NL. (12 Aug)

The Minister for Tertiary Education and Training Phil Honeywood has opened the new Sunraysia Skills Centre in Mildura, which will specialise in providing accredited training in the hospitality, tourism and retail sectors. The centre will also provide accredited training in the clerical, financial and communications sectors, as well as accredited courses in customer service, small business, career planning and job-seeking. (12 Aug)

The Victorian Government will provide funding to build two new rural ambulance stations and upgrade a third service. New stations will be built at Romsey and along the Surf Coast (to service the communities in Torquay/Grovedale/Mt Duneed), and the Bright service would be substantially expanded. (12 Aug)

Cranbourne and Berwick stations are now the thirty-third and thirty-fourth Premium Stations on the Bayside Trains network, meaning that they will be staffed from first train to last seven days a week. (11 and 12 Aug)

The Variety Club of Victoria has donated a third ambulance for the Newborn Emergency Transport Service (NETS) for newborn and premature babies. The specially equipped vehicles are staffed by NETS experts and the Metropolitan Ambulance Service. (10 Aug)

The State Government had provided $10,000 under its Skills.net strategy for arts online, based at the Footscray Community Arts Centre in Moreland Street, to provide opportunities for western suburban artists to better understand and use the Internet to enhance their work will be officially launched on Sunday. (6 Aug)

The $500,000 Residential Design and Development Fund announced last year by the Minister for Planning and Local Government, Mr Robert Maclellan, has now been fully allocated to councils, industry bodies and related professionals across Victoria. (5 Aug)

Distribution of $80 million of Commonwealth Government Local Roads Funding for Victoria’s 78 councils will be based on a new formula from 2001-2002 after a Grants Commission report recommended that the formula be based on the average annual life-cycle costs of each council’s local road network. (4 Aug)

The Youth and Community Services Minister, Dr Denis Napthine, has detailed the Victorian Risk Framework to a meeting of Community Services Ministers in Canberra. The framework aims at a scientific approach to assessing the risk of harm to a child and involves every child-protection worker in the State. (5 Aug)

The Minister Assisting the Premier on Multicultural Affairs, Phil Honeywood, has presented a $3000 Victorian Multicultural Commission (VMC) Special Project Grant to the Down Syndrome Association of Victoria (DSAV) Inc to produce a new multi-lingual poster to help educate culturally and linguistically diverse Victorians about Down syndrome. (5 Aug)

The Premier, Mr Kennett, has criticised the ALP’s proposal to establish five "safe injecting houses" before their effectiveness has been properly determined. He is also concerned that the leader of the Opposition, Steve Bracks, plans to decriminalise marijuana, especially in the light of scientific evidence that suggests that marijuana can lead to increased psychosis and depression. (4 August)

More than 120 regional tourism operators were nominated for awards in the 29 categories of the 15th annual Ansett Australia Victorian Tourism Awards. Phillip Island Nature Park took out the Major Tourist Attractions category for the second year in a row and Victoria’s Open Range Zoo at Werribee won the award for Significant Regional Attractions. A new book detailing the rich Aboriginal heritage of the Grampians National Park has been launched by the Minister Responsible for Aboriginal Affairs, Ann Henderson. The People of Gariwerd lavishly illustrates the story of the Aboriginal heritage of the Grampians area, a heritage stretching back to the last Ice Age, some 20,000 years ago. (4 Aug)

Sports Minister Tom Reynolds has praised the 4000 Victorians who have volunteered to help stage the Sydney 2000 Olympic and Para-Olympic Games. (3 Aug)

Gas emergency measures imposed by the State Government following the explosion and fire at Esso’s Longford gas plant on September 25, 1998 have been lifted. (3 Aug)

The Minister for Health, Rob Knowles, has announced a $61-million four-year Maternity Services Enhancement Strategy. The Victoria Government has ensured $16.4 million in each of the next two years, $15.7 million in 2001-2002, and then $14.9 million each year after that to continue the successes of the strategy. Industry Minister Mark Birrell has announced that the State Government will be providing $120,000 to ensure that Geelong’s Second International Seafood Fair to be held on October 29-31 is a success.
